That depends on the plant that you use. Some use the leaves only, some flowers and leaves, some flowers only, and some the roots. There are plants that have parts that are edible or used in teas and other parts that are toxic. It really depends on the plant you use.

oohhh tea from elderberry flowers? what sort of taste?
Raspberry leaf makes a good tea too, surprisingly. Rose hips too (but these are best from Rosa Ragusa varieties...) And will agree with everyone else for Lemon Balm. I don't personally grow it, but have had Thistle tea, and that's quite lovely as well.
