Butterflies and Mosquitoes

I have MIlkweed plants in my garden and usually see lots of cats and Monarchs.  However, this past summer there were very few.  I live in Houston and sprayed garlic oil to repel mosquitoes.  The manufacturer said it would not harm beneficials, but many people do not consider caterpillars to be beneficial.  Does anyone know if garlic oil repels butterflies as well?
