They love for the soil to be a bit acid. Coffee grounds will help with this. If you don't drink coffee, you can purchase MirAcid (by Miracle Grow) or other products to help get the soil a bit more acid. You can also use pine straw as a mulch to help with this. My bushes are well over 10 years old as well. It took several years to get them really established.

"I had trouble with bells until this year. I planted them with onions and lettuce and made sure they got regular water and they flourished! 6 plants gave me 3 bushels of large peppers that were going for $1 apiece in Walmart this year!"
