No, they just smother the seeds and make it tough for them to emerge. Grass clippings do add nitrogen and do all the other things that a good organic mulch does.

My favorite mulch is grass clippings. As long as you spread them only about 3" or less thick, so they dry and don't rot and smell, they do great. I've been using grass clippings for years.
